Traficul din Bucure\u0219ti este una dintre aceste chestiuni. De ce e traficul infernal? Pentru c\u0103 avem <strong>primari slabi.<\/strong>\u00a0De 12 ani Bucure\u0219tiul are primari slabi, c\u0103rora le este fric\u0103 s\u0103 ia m\u0103suri care ne-ar c\u00e2\u0219tiga\u00a0timp \u0219i de s\u0103n\u0103tate, dar care i-ar revolta pe to\u021bi r\u0103sf\u0103\u021ba\u021bii care vor s\u0103 se cunune cu ma\u0219ina personal\u0103.<\/p>\n<p>\u00cen\u00a0<a href=\"http:\/\/www.tomtom.com\/en_gb\/trafficindex\/list\">indicele de trafic calculat de TomTom<\/a>\u00a0pentru 2015,\u00a0Bucure\u0219tiul este pe locul 6. \u00cen lume. Din toate ora\u0219ele din top 10, doar Recife este mai mic dec\u00e2t Bucure\u0219tiul (1,5 milioane de\u00a0locuitori). Majoritatea sunt de la 6 milioane \u00een sus. \u00cen medie, bucure\u0219teanul pierde <a href=\"http:\/\/www.tomtom.com\/en_gb\/trafficindex\/city\/BUC\">196 de ore \u00een trafic<\/a> \u00een fiecare an, comparat cu un trafic perfect fluid. Adic\u0103 <strong>1,79\u00a0ani din via\u021b\u0103<\/strong> (la o speran\u021b\u0103 de via\u021b\u0103 de 80 de ani, 196 \/ 24 x 80 \/ 365 = 1,79).<\/p>\n<p>C\u00e2teva zeci de kilometri de band\u0103 de autobuz <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bus_lane#Major_networks\">ar rezolva problema<\/a>. Bucure\u0219tenii demonstreaz\u0103 zi de zi c\u0103 ar cheltui oric\u00e2t doar ca s\u0103 nu fie separa\u021bi de ma\u0219ina lor mult-iubit\u0103. \u00cen rest, mai merit\u0103 \u00eencercate:<\/p>\n<ul>\n<li>cur\u0103\u021benie s\u0103pt\u0103m\u00e2nal\u0103 pe toate str\u0103zile cu interzicerea parc\u0103rii (\u00eentr-o fereastr\u0103 de 1-2 ore, aceea\u0219i s\u0103pt\u0103m\u00e2nal pentru o strad\u0103 dat\u0103);<\/li>\n<li>colectarea unei taxe locale anuale;<\/li>\n<li>acordarea de subven\u021bii pentru construc\u021bia de parc\u0103ri private, cumulat\u0103 cu aplicarea (dar aplicarea) de amenzi pentru parcarea alandala;<\/li>\n<li>aplicarea obliga\u021biei ca toate noile cl\u0103diri s\u0103 aib\u0103 locuri de parcare suficiente pentru num\u0103rul de ma\u0219ini estimat;<\/li>\n<li>\u00eencurajarea bicicletelor (dar mai \u00eent\u00e2i trebuie redus traficul auto, c\u0103ci altfel bicicleta este sinucidere curat\u0103);<\/li>\n<li>scoaterea din capul cet\u0103\u021benilor c\u0103 bordura din fa\u021ba casei lor le-ar apar\u021bine de drept (dac\u0103 avem preten\u021bia ca omul s\u0103-\u0219i caute un loc legal de parcare, nu e OK s\u0103-i fie fric\u0103 s\u0103 parcheze \u00een fa\u021ba unei cur\u021bi necunoscute).<\/li>\n<\/ul>\n<p>De ce nu putem ajunge acolo? Pentru c\u0103, de at\u00e2\u021bia ani, avem <strong>primari slabi.<\/strong> M\u0103 feresc s\u0103 spun \u201ecorup\u021bi\u201d sau \u201eincompeten\u021bi\u201d. Acestea sunt alte discu\u021bii. Dar primarii din 2004 \u00eencoace, Firea, Oprescu \u0219i Videanu, au fost prea slabi ca s\u0103 ia atitudine (nu \u00eel evit inten\u021bionat pe B\u0103sescu, dar \u00een 2004 traficul nu devenise o problem\u0103 at\u00e2t de stringent\u0103). Cine candideaz\u0103 cu aceste m\u0103suri \u00een platform\u0103 \u0219tie c\u0103 nu va fi ales. Este mai simplu s\u0103 evi\u021bi discu\u021bia \u0219i s\u0103 legiferezi doar lucruri de importan\u021b\u0103 secundar\u0103.<\/p>\n<p>M-am ferit s\u0103 zic ceva de r\u0103u despre primarul actual, Gabriela Firea, \u00een aceste luni de c\u00e2nd a fost aleas\u0103. Dar pare tot mai clar c\u0103 Bucure\u0219tiul se preg\u0103te\u0219te pentru\u00a0\u00eenc\u0103 patru ani de nimic.<\/p>\n<p>Nicu\u0219or Dan ar fi rezolvat-o.
